Sitra Rulebook model for a fair data economy
The Sitra Rulebook model provides a manual for establishing a data space and to set out general terms and conditions for data sharing agreements. Rulebook Part 2 includes editable frameworks and templates including: Data Space Canvas Checklists: Business, Governance, Legal, and Technical Ethical mat
Purpose
Together with the DSSC Blueprint, the rulebook model provides guiding tools and templates for creating and implementing governance frameworks for data spaces. The general terms, glossary, code of conduct, and checklists in contract annexes are the same for all the data spaces that use the Sitra rulebook model. Only the specific terms are written case by case. It is easier and more cost-effective to create data spaces if the rulebooks of different data spaces have substantially similar basis. It also simplifies collaboration and data sharing within and between data spaces and makes it easier for an organisation to participate in several data spaces.

Details
- Deployments in operation
- Several data spaces and other data sharing instances have used the Rulebook model to create governance frameworks for safe, compliant and effective data sharing. See e.g., Pediatric Health Data Space ( https://phems.eu/ ) and Traffic data ecosystem ( https://www.fintraffic.fi/en/trafficecosystem )
- Business offerings
- The Rulebook model is openly available for anyone to use on Sitra’s website. Customising a rulebook for a given data space requires expertise in legal, technical, business, security, and ethical areas. For instance, 1001Lakes provides custom rulebooks as a service https://1001lakes.com/services/data-ecosystem-rulebook/
- Additional functionalities
- As defined in the DSSC Glossary v1.5, the data space rulebook is “the documentation of the data space governance framework for operational use”. All building blocks include elements that are documented in the data space rulebook. Vice versa, the Sitra Rulebook model (v3.0) also refers to different DSSC building blocks where useful.
